John M. Talley, JD, ACI
Founder and President
Mr. Talley is the founder and president of TAL Consulting, LLC (TAL), a captive insurance consulting company. TAL was formed to aid businesses and captive insurance professionals with their captive insurance questions and unique issues from concept inception, formation, and dissolution. With Mr. Talley at the helm, TAL has over 30 years of insurance statutory and regulatory knowledge, including interpretation and promulgation of captive insurance law. He has the knowledge and contacts to help navigate the laws and idiosyncrasies of US domiciles. TAL does not provide legal or tax opinions but can guide clients through the maze of captive issues and, if needed, direct them to the appropriate professional.
Prior to TAL's formation April 1, 2021, Mr. Talley was the captive program manager for the Missouri Department of Commerce and Insurance for over 5 years. He was responsible for overseeing Missouri's captive domicile and assisting those interested in forming captives in Missouri with meeting all the requirements of captive laws and regulations.
Before his Missouri position, Mr. Talley was the chief of the Office of Captive Insurance for the New Jersey Department of Banking and Insurance for nearly 5 years. Prior to the New Jersey post, he worked for the insurance departments of New Hampshire and Alaska and was in private legal practice in Alaska.
A native Missourian, Mr. Talley received his bachelor of science and juris doctor degrees from the University of Kansas and is admitted to practice law in Kansas, Alaska, and New Hampshire (inactive or retired status in all jurisdictions). On April 15, 2024, he received the Associate in Captive Insurance designation from the International Center for Captive Insurance Education.After several years in corporate and private practice, he accumulated 30 years of experience as an insurance regulator in captive, property and casualty, life and health, and surplus lines insurance.
TAL is a member of the Missouri Captive Insurance Association (MOCIA), where Mr. Talley serves on the board of directors. He is presently the vice president of MOCIA. Through his activities with MOCIA, Mr. Talley became a board member of the Western Region Captive Insurance Conference (WRCIC). WRCIC is a limited liability corporation linking Oklahoma, Missouri, Nevada, and Utah captive insurance associations together to host an annual captive industry conference.
