Mr. Kelley is the retired director of strategic consulting for SIGMA Actuarial Consulting Group, Inc. While at SIGMA, his primary responsibilities included the development of the Strategic Risk Analysis Model and other services designed to support public entity pools, captive insurance companies, and other self-funded entities. Subsequent to retirement from SIGMA, Mr. Kelley served as Board chair for the United Methodist Insurance Company. He worked in the insurance brokerage industry for almost 40 years. Mr. Kelley's responsibilities included risk management consulting in Willis's Advanced Risk Management Services Division, where he served as the managing director of the Research and Development Division. He also served as president of Sedgwick of Colorado, president of PENCo, president of Willis Pooling, and managing director of Willis CAPS (Captive Actuarial and Pooling Solutions). Mr. Kelley's education includes a bachelor of science degree in business administration from Murray State University and a master's degree in economics from the University of Memphis.
