Mr. Hillis is a coauthor of "Budgeting for the Risk Management Function." He is the Director of Human Resources for the City of North Richland Hills, Texas. His responsibilities include compensation/classification, civil service, employment, employee benefits, risk management, safety and health, and employee training. Mr. Hillis holds a B.B.A. degree from Abilene Christian University, an M.B.A. degree from the University of Dallas, and the PHR professional designation. He is a licensed workers compensation and property and casualty claims adjuster.
